No. Pursuant to United States Code 49 USC 40103, the United States Government, specifically the Federal Aviation Administration, has exclusive sovereignty of the airspace of the United States, and thus does not need your permission. It is also important to note that they do not need a U.S. airport's permission to land at a runway.
